Adopted Update Aims to Improve Public Safety

PHMSA states that incorporating NFPA 58 (2024) will maintain or improve public safety, address safety gaps through updated equipment design and practices, and help prevent regulatory confusion. PHMSA also says this alignment may improve operators' ability to provide abundant, reliable, affordable natural gas.

Operators Must Follow NFPA 58 (2024)

If you operate or maintain LP-gas pipelines or related equipment, PHMSA is incorporating NFPA 58, Liquefied Petroleum Gas Code, 2024 edition into 49 CFR part 192 (replacing the 2020 edition). This incorporation is effective January 1, 2027 and applies to LP‑Gas piping, equipment, venting, and highway transportation of liquefied petroleum gas.

PHMSA Expects Little to No New Costs

PHMSA estimates the updated NFPA 58 reference will reduce regulatory burdens and anticipates total costs on the regulated community will be less than zero; most operators already comply and the standard is available for purchase at relatively low cost.

Effective Date and Comment Deadline

The rule becomes effective January 1, 2027 unless PHMSA receives adverse comments by June 23, 2026; operators are authorized to comply after June 23, 2026 if they choose. If adverse comments are received, PHMSA will publish notice before the effective date withdrawing the rule and issue a proposed rulemaking.
