Interpretation Requests Posted; 30-Day Comment

Starting April 24, 2026, PHMSA will post each request for a written regulatory interpretation on its public website and allow the public to submit comments for a period not to exceed 30 days. PHMSA will consider comments but doing so is discretionary, and each final written interpretation will also be posted on the PHMSA interpretations website.

May Reduce Operator Costs Slightly

PHMSA expects this procedural change could reduce the number of interpretation requests and clarify regulatory application, which may lead to fewer enforcement actions and some cost savings for pipeline operators. PHMSA describes the expected costs to the regulated community as de minimis.
