Operators can no longer send special permit requests by fax and must use email or mail instead. Fax Removed for Special Permits

Starting August 3, 2026, operators can no longer submit requests for new special permits, renewals, or emergency special permits by facsimile. You must send these requests by email to [email protected] or by express mail/overnight courier to the Associate Administrator for Pipeline Safety at 1200 New Jersey Avenue SE, East Building, Washington, DC 20590.

Fax Removed for Abandonment Reports

Effective August 3, 2026, operators must stop using facsimile to report abandoned or deactivated pipeline facilities and instead may submit reports by email to [email protected] or by mail to the Office of Pipeline Safety, PHP-10, 1200 New Jersey Avenue SE, Washington, DC 20590-0001. Digital NPMS submission remains the preferred method where applicable.

PHMSA Phone Number Updated

As of August 3, 2026, PHMSA replaces the inoperative phone number 202-366-4046 with 202-366-4595 in multiple pipeline safety regulations. If you need to contact PHMSA about incorporated-by-reference materials or other matters, use 202-366-4595.

No New Costs; Non‑Substantive Changes

PHMSA states the rule is editorial and non-substantive, will not impose new requirements, and will have de minimis costs for the regulated community. The agency describes the action as deregulatory and not a significant regulatory action.
