Pipelines Must Use ASTM A53/A53M-24

Pipeline companies and operators must follow the updated ASTM A53/A53M-24 steel pipe standard beginning January 1, 2027. PHMSA allows compliance after June 23, 2026, and will withdraw the rule only if adverse comments are received by June 23, 2026.

Rule Lowers Compliance Burdens

PHMSA says updating the incorporated ASTM standard will reduce regulatory confusion and reduce compliance burdens on stakeholders, which may produce minimal cost savings for pipeline operators. The agency expects total costs on the regulated community to be less than zero and describes the change as deregulatory.

Standard Available Free Online

PHMSA states the ASTM A53/A53M-24 standard is made available free of charge via the ASTM reading room website, in line with the Pipeline Safety, Regulatory Certainty, and Job Creation Act provision. Interested parties can access the standard at the ASTM reading room web page cited by PHMSA.
