Yearly Valve Inspections, Up to 15 Months

If you operate hazardous liquid or carbon dioxide pipelines, you may inspect each mainline valve at least once each calendar year, but no later than every 15 months. PHMSA is proposing this change to harmonize Part 195 with the gas transmission standard and simplify compliance.

Estimated $377,147 Annual Industry Savings

PHMSA estimates the proposed harmonization would save hazardous liquid and carbon dioxide pipeline operators $377,147 per year in total. PHMSA also expects some of these savings may be passed on to the public because operators generally transfer a portion of compliance costs.

25% Closure OK for RMV Tests

For rupture-mitigation valves (RMVs) or equivalent technology, operators must partially operate the valve during inspection but are not required to close it fully; a minimum 25 percent valve closure is sufficient to show compliance unless operational information requires a larger closure. This affects how operators conduct RMV inspections.
