Named U.S. Buyers Face China Duties

Commerce found that seamless oil pipes made by Boly Pipe in Thailand using steel billets from China and sold to Commercial Steel Products LLC (CSP) and JOL Tubular, Inc. are covered by the U.S. antidumping and countervailing duty orders on products from China. That means CSP and JOL Tubular will face the same duties as if the pipes came directly from China, effective April 27, 2026.

Suspension of Liquidation and Cash Deposits

Commerce will direct U.S. Customs and Border Protection to continue suspending liquidation of previously suspended entries and to require cash deposits of estimated antidumping and countervailing duties for unliquidated entries of the covered seamless OCTG entered, or withdrawn from warehouse, for consumption on or after December 18, 2024. These actions are being applied in connection with the April 27, 2026 determination.

Countrywide Coverage Unless Certified Otherwise

Commerce stated the in‑scope finding applies on a country‑wide basis to all products from the same country with the same physical characteristics as the products at issue, unless the entry is accompanied by certifications of non‑Chinese origin billets as outlined in the Final Circumvention Determination. Importers and producers dealing in similar seamless OCTG must meet those certification rules to avoid duties.
