Huge Antidumping Duty Rate Set

The Department of Commerce found chassis from Vietnam were sold below fair value and assigned a 186.84% dumping margin for the period July 1, 2024 through December 31, 2024. If the U.S. International Trade Commission (ITC) later finds injury, Commerce will require cash deposits of antidumping duties at that 186.84% rate and issue an antidumping duty order.

Which Chassis Are Covered or Excluded

The investigation covers finished and unfinished chassis and many subassemblies (frames, axle/running gear assemblies, bolsters, goosenecks, etc.) from Vietnam, and it explicitly excludes dry van trailers, refrigerated van trailers, flatbed trailers, certain fully assembled small trailers (gross axle weight rating of 8,000 lbs or less), and certain fully dressed axle subassemblies (gross axle weight rating of 8,000 lbs or less and axle beam outer diameter of three inches or less).

Suspension of Liquidation and Entry Dates

Commerce instructed U.S. Customs and Border Protection to suspend liquidation of subject chassis entries entered or withdrawn from warehouse for consumption on or after September 29, 2025 (the Preliminary Determination date) and to continue suspension for entries on or before March 27, 2026; Commerce discontinued suspension for entries on or after March 28, 2026. If the ITC finds no injury, deposited duties will be refunded; if ITC finds injury, suspension will be reinstated and duties assessed back to the effective suspension date.
