Preliminary dumping finding for Indonesian solar cells

The Department of Commerce preliminarily found that crystalline silicon photovoltaic cells from Indonesia are being sold in the U.S. at less than fair value for the period July 1, 2024 through June 30, 2025. This finding means exporters and importers of these Indonesian solar cells face an announced antidumping determination that can lead to extra duties.

35.17% cash deposit requirement starting April 28, 2026

Commerce preliminarily set estimated weighted-average dumping margins of 35.17 percent for PT Blue Sky Solar Indonesia, PT REC Solar Energy Indonesia, and the all-others rate. U.S. Customs and Border Protection will be instructed to suspend liquidation and require cash deposits equal to these rates for entries of the covered merchandise entered, or withdrawn from warehouse, for consumption on or after April 28, 2026.

Retroactive suspension for most Indonesian producers (critical circumstances)

Commerce preliminarily found critical circumstances for all other producers/exporters of Indonesian solar cells (but not for Blue Sky or REC Solar). As a result, suspension of liquidation and the cash deposit requirements apply to unliquidated entries of those producers/exporters entered, or withdrawn from warehouse, for consumption on or after the date 90 days before publication of this notice (90 days before April 28, 2026 is January 28, 2026).
