U.S. Opens CVD Probe of Austrian OCTG

On April 22, 2026, the U.S. Department of Commerce initiated a countervailing duty (CVD) investigation into certain oil country tubular goods (OCTG) from Austria. The investigation covers imports with a period of investigation (POI) of January 1, 2025 through December 31, 2025 and could lead to measures that change costs for importers or protections for U.S. producers and workers.

Commerce Will Calculate Company-Specific Subsidy Rates

Commerce will calculate company-specific subsidy rates in this CVD investigation and, if the number of companies is large, may select mandatory respondents using U.S. Customs and Border Protection (CBP) import data. Commerce also found sufficient information to initiate investigations on 11 alleged subsidy programs.

Scope Lists HTSUS Codes for Covered OCTG

The notice defines the product scope for the investigation and lists numerous Harmonized Tariff Schedule of the United States (HTSUS) item numbers under which subject OCTG imports may enter the U.S. Customs system. If your business imports OCTG under those HTSUS numbers, your shipments are within the investigation's scope.
