No Stencils for Special-Use Freight Cars

Starting May 28, 2026, freight cars used exclusively for tourist, historic, excursion, educational, recreational, or private purposes that are not interchanged do not have to be stenciled with the usual restricted-car information. If you own or operate these special-use cars, you also will no longer need to file individual waiver petitions for the stenciling requirement, saving time and stencil/marking costs.

The Federal Railroad Administration certified that this rule will not have a significant economic impact on a substantial number of small entities. Small entities that would have submitted waiver petitions will save time, but the agency determined those savings are not expected to be economically significant.
