Broadband Label Compliance Costs for ISPs

The FCC estimates the broadband label information collection imposes 983,493 total annual burden hours across respondents and $4,250,000 in total annual cost on providers. The collection lists 6,010 respondents and 30,050 responses with estimated time per response ranging from 0.5 to 9 hours.

Weekly Chief-Operator Recordkeeping Requirement

Licensees of AM, FM, or TV broadcast stations must designate a chief operator in writing and post that designation with the station license, and the chief operator (or delegated personnel) must review station records at least once each week, date and sign logs, and initiate corrective action when needed. The FCC lists 18,498 respondents, 36,996 responses, an estimated 0.166–26 hours per response, and a total annual burden of 484,019 hours for this collection (OMB Control Number 3060-0208).

Broadband Labels Force Clear Price Facts

Internet service providers (ISPs) must show a standardized broadband label at the point of sale that discloses prices, introductory rates, data allowances, speeds, and whether the provider participates in the Affordable Connectivity Program. Labels must be displayed on websites, retail and phone sales channels, be accessible to people with disabilities and non-English speakers, be available in customers' online accounts, be machine-readable on the provider website, and providers must keep an archive of labels for at least two years after a plan is removed.

Rebroadcast Consent and Notification Duties

Licensees of low-power TV, TV translator, FM translator, and broadcast stations must obtain prior written consent before rebroadcasting another station's programs, keep consent on file, and notify the Commission with the call letters of stations rebroadcast; the FCC lists 6,462 respondents, 11,012 responses, an estimated 0.5 hours per response, and a total annual burden of 5,506 hours (OMB Control Number 3060-0250).

FCC Seeks Comments to Reduce Small-Business Paperwork

The FCC is asking the public to comment on its information collections and on ways to minimize burden, especially for small business concerns with fewer than 25 employees. Written comments under the Paperwork Reduction Act must be submitted on or before June 29, 2026.
