New Public Civil-Rights Reporting Portal
The Civil Rights Division launched a new online Reporting Portal that lets members of the public submit alleged federal civil rights violations using a web form. The portal also accepts reports added to the database from mail, telephone, email, or fax; the notice is effective upon publication and the public may comment through May 29, 2026.
Reports May Be Shared with Other Agencies
Records submitted to the portal can be disclosed to law enforcement, federal, state, local, tribal agencies, parties to litigation, contractors, the National Archives (NARA), and others as routine uses when relevant to investigations, litigation, or recordkeeping. Disclosures can occur when a record indicates a violation or is needed for an investigation, proceeding, or records management.
How Long Reports Are Kept
Records in the system are retained according to NARA-approved schedules: some public correspondence is kept 1 year, some responsive correspondence 3 years, certain temporary files 10 years, and certain permanent litigation-direction files 25 years or transferred to NARA. If a report becomes part of a DOJ matter or case, the official record follows the applicable NARA retention schedule.
Cloud Storage and AI Analysis of Reports
CRT will store portal data in a secure cloud-based database (Cloud.gov and AWS Simple Storage Service) and use contracted IT services, including Artificial Intelligence, to group, analyze, and identify trends in reports; the notice says such processing occurs in a secure environment that meets Department privacy and security standards. Authorized CRT staff will access the system via DOJ single sign-on with PIV tracking.
What Personal Data the Portal Collects
The reporting form requests contact details like name, address, phone, and email but does not ask for identifying numbers such as Social Security or employee identifiers. Individuals can decline to provide some information and can review their report before submitting it; users only have access to their own reports in the system.
