CMS Now Approves Multi-Program APDs

If you get Medicaid (Title XIX) or CHIP (Title XXI), or you are a parent whose child depends on child-welfare services, the CMS Administrator now coordinates and approves multi-program Advance Planning Documents (APDs) that include those titles when combined with Titles IV‑B, IV‑D, or IV‑E. This change rescinds the prior partial delegation to the Administration for Children and Families and is effective immediately (April 29, 2026). The notice says the change helps states get federal funding faster for vital safety-net technology projects that support Medicaid, CHIP, Child Support Enforcement, and Child Welfare.
