Approved ATB Tests Can Unlock Federal Aid

If you do not have a high school diploma or its recognized equivalent, an approved independently administered test (an "Ability-to-Benefit" or ATB test) may be used to decide if you can get Title IV student financial assistance under the Higher Education Act. The Department is extending (without change) the information collection that supports approval of these tests (OMB Control Number 1845-0049); comments are invited by May 29, 2026.
