HUD is updating how it manages info about loans, payments, and tenant leases for its multifamily properties through the Comprehensive Servicing and Monitoring System (CSMS). These changes affect property managers, tenants, and anyone involved with HUD-owned housing. Comments on the update are open until June 1, 2026, and the new system rules kick in right after unless changes are requested.

HUD can share records to find and recover improper payments
HUD may share CSMS records with federal and non-federal agencies, contractors, and state or local partners to detect, prevent, and recover improper payments and to verify eligibility. This sharing can be used to verify pre-award and prepayment requirements and to recoup delinquent debts or improper payments.
IRS reporting of payments and forgiven debt
HUD may disclose CSMS information to the IRS to report payments, forgiveness of debt, and property sales under Internal Revenue Code section 6109. That means loan payments, debt forgiveness, or HUD-related property sales recorded in CSMS can be reported to the IRS for tax purposes.
Records shared with Treasury Do Not Pay system
HUD may send CSMS information to the U.S. Department of the Treasury to check payment and award eligibility via the Do Not Pay Working System. This sharing can be used to identify, prevent, or recoup improper payments, including state-administered but federally funded programs.
Sensitive financial and identity data collected
CSMS stores names, TINs/SSNs, property addresses, phone and email, bank routing and account numbers, and tenant lease information. Records can be retrieved by TIN/SSN and are stored at a contractor site in Silver Spring, MD and a disaster recovery site in Lewis Center, OH.
How long HUD keeps CSMS records
CSMS records are temporary and will be destroyed 6 years after the Secretary ceases to have any liability or interest in the project, per HUD Records Disposition Schedule Section 10, Item 7. That retention rule determines how long your loan, tenant, or payment records remain in the system.
Access controls and user rules protect CSMS data
Access to CSMS is limited by user ID and password, role-based access, and users must agree to the system's Rules of Behavior when first gaining access and annually. Paper records are kept in locked storage at the contractor site.
