Summary
The FAA is asking for feedback on a new survey to check how well airport firefighting teams are staffed at 518 airports. This survey helps the FAA meet a law requirement from 2024 and aims to make sure airports are ready for emergencies. Comments are open until June 1, 2026, and this effort won’t cost airports extra money but will help keep everyone safer.

EMT Certification Requirement Study
Section 769 of the FAA Reauthorization Act of 2024 instructs the FAA to update 14 CFR 139.319 so that at least one individual at a small, medium, or large hub airport maintains certification at the Emergency Medical Technician (EMT) basic level or higher. The FAA says it will use the questionnaire to support a staffing review and to inform an upcoming Notice of Proposed Rulemaking about the EMT certification requirement.
518 Airports Asked to Complete Survey
The FAA will send a one-time questionnaire to each of the 518 certificated Part 139 airports to establish a baseline of Airport Rescue and Firefighting (ARFF) staffing. The survey is expected to take an average of 2 hours per airport and the notice lists an "Estimated Total Annual Burden: 1.036 hours."
