DoD may bill insurers and civilians for MTF care
The Department of Defense is authorized to collect "reasonable charges" from third‑party payers for inpatient and outpatient services at military treatment facilities provided to military retirees, all dependents, and other eligible beneficiaries with private health insurance; it may also collect costs from civilians (or their insurers) and from other federal agencies.
