Instead of checking with a panel that doesn’t treat the veteran, decisions will now rely on the actual doctors and providers who know them best. This change means quicker access to benefits with no extra cost, and comments on the proposal are open until July 6, 2026.

Chapter 35 Benefit Months Reduced

The rule updates Chapter 35 rules to reflect that the aggregate months of entitlement for Survivors' and Dependents' Educational Assistance were decreased from 45 months to 36 months. This aligns regulations with the statute (Public Law 115-48, sec. 202) and means eligible dependents will have 36 months of entitlement instead of 45 months.

Remove Vocational Rehabilitation Panel

The VA proposes to remove the requirement to consult a Vocational Rehabilitation Panel (VRP) and instead rely on the veteran's or dependent's current treating providers and VR&E counselors. This change is intended to speed up decisions and give veterans and dependents quicker access to rehabilitation services with no added cost.
