Published Date: 5/8/2026

Notice

Summary

U.S. Customs and Border Protection is asking to keep collecting info using CBP Form 7401, which helps send money from tariffs to U.S. businesses hurt by unfair foreign trade. If you’re a domestic producer affected by dumping or subsidies, this means the process continues with no big changes. Comments on this plan are open until July 7, 2026, so speak up if you want to!

CDSOA Claim Process Continues

If you are a U.S. domestic producer that petitioned for or supported an antidumping or countervailing duty order and you had qualifying expenditures after the order up to the CDSOA repeal effective date of October 1, 2007, you can continue to use CBP Form 7401 (OMB No. 1651-0086) to file claims for distributions. U.S. Customs and Border Protection is requesting an extension to keep collecting this information so distributions under the Continued Dumping and Subsidy Offset Act process can be administered.

Paperwork Burden and Timelines

CBP estimates 300 respondents filing CBP Form 7401, with each respondent filing an average of 2 times per year (600 total annual responses). Each response is estimated to take 1 hour, for a total estimated annual burden of 600 hours, and CBP states this is an extension with a decrease in burden hours while making no changes to the information collected or the method of collection.
