CBP Form 28 Reinstated; Paperwork Burden

U.S. Customs and Border Protection is reinstating CBP Form 28 (Request for Information) and extending it without change. CBP estimates 13,415 respondents will each respond once per year, at about 2 hours per response, for a total estimated annual burden of 26,830 hours. Public comments on this information collection are due by June 8, 2026.

Additional Import Documentation Requests

CBP may use CBP Form 28 to request extra information when an invoice or other documentation does not provide enough detail for appraisement or classification, including for import compliance with trade agreements, preference treatment, or special provisions. The form is sent to importers, exporters, producers, or their agents under 19 CFR 151.11 and statutes 19 U.S.C. 1500 and 1401a.
