New Compliance Rules for Pipeline Operators
The NPRM would require operators of gas distribution pipelines to update their Distribution Integrity Management Programs (DIMP), emergency response plans, and operations and maintenance manuals, and to implement other safety practices. These are proposed changes PHMSA will review and may finalize after the GPAC meeting on May 28, 2026.
Public Safety Focus in Proposed Changes
The NPRM addresses provisions of the Leonel Rondon Pipeline Safety Act and a National Transportation Safety Board recommendation and is aimed at making gas distribution pipelines safer. PHMSA and the Gas Pipeline Advisory Committee will review these proposals with public comments due by June 29, 2026.
State Inspection Tool Codified
The NPRM proposed to codify the use of the State Inspection Calculation Tool as part of pipeline safety oversight. Codifying the tool would formalize how inspections are calculated and applied under the proposed rulemaking.
Annual Reporting Option for Small LPG Operators
The NPRM proposed applying annual reporting requirements to small liquefied petroleum gas (LPG) operators in lieu of following DIMP requirements. This would change the regulatory option available to small LPG operators.
