DOT Corrects Pipeline Cost Notification Thresholds for Inflation Adjustment

Published Date: 5/5/2026

Proposed Rule

Summary

The Department of Transportation fixed a mistake in a recent rule about when gas pipeline companies must notify the government about construction costs. They’re raising the cost limits for reporting from $10 million to $20 million and from $200,000 to $300,000 to keep up with inflation. This change affects pipeline operators and helps make sure the rules match what was originally intended, starting May 5, 2026.

Higher OPID Reporting Thresholds

If you operate gas pipeline facilities, PHMSA corrected a proposed rule to raise operator notification cost thresholds for certain construction activity. The threshold in 49 CFR 191.22(c)(1)(i) for replacement or modification projects is raised from $10,000,000 to $20,000,000, and the threshold in 49 CFR 191.22(c)(1)(iv) for certain maintenance tasks on underground natural gas storage facilities is raised from $200,000 to $300,000, effective May 5, 2026.
