More hazardous materials allowed

Allow business‑to‑business air deliveries

Zipline International Inc. (22087-M) requested a permit modification to allow deliveries of hazardous materials from businesses to businesses using cargo aircraft only (mode 4). This is a request to permit business-to-business hazardous materials deliveries under that special permit.
