Petition to expand tourist train route
Northern Central Railway of York (NCR) asked the Federal Railroad Administration to amend a waiver so its steam locomotive No. 17 can operate on additional track: the Gettysburg and Northern Railroad between Gettysburg and Mount Holly Springs, PA, and the CSX Hanover Subdivision from BAS 70.8 to BAS 72.0. The petition, received March 16, 2026, seeks continued relief from certain 49 CFR part 223 (safety glazing) requirements for No. 17, which is used in tourist excursion service.
Request to reconsider safety rule applicability
NCR asked FRA to reconsider whether the safety glazing rules in 49 CFR part 223 apply to No. 17. NCR said it has been "historically treated as a non-general system railroad," lacks an accessible physical connection to the national rail network, operates at speeds not exceeding 15 miles per hour, and primarily traverses rural territory.
