Toddler Beds Must Meet 2026 ASTM Standard
If you make or sell toddler beds, those products must comply with ASTM F1821-26, the revised voluntary standard that the CPSC incorporated by reference, effective August 29, 2026. The rule incorporates ASTM F1821-26 (approved February 1, 2026) and applies to products manufactured after August 29, 2026.
Third-Party Testing Still Required
Toddler beds are children's products, so manufacturers and importers must base certifications on tests by CPSC-accepted third party conformity assessment bodies. This certification requirement continues under section 14(a) of the CPSA.
Testing Protocols and Labs Remain the Same
ASTM F1821-26 did not change testing requirements, equipment, or protocols, so CPSC-accepted labs that tested to ASTM F1821-19 remain competent to test to ASTM F1821-26 and are expected to update accreditation scopes during normal renewals.
Labeling Paperwork Stays Unchanged
The revision does not change marking, labeling, or instructional literature requirements; the information collection remains approved under OMB Control Number 3041-0159. Existing paperwork obligations for toddler beds continue unchanged.
Federal Standard Will Preempt State Rules
Once ASTM F1821-26 becomes the CPSC mandatory standard on August 29, 2026, that federal standard will preempt state or local requirements dealing with the same risk of injury unless the state requirement is identical to the Federal standard, under section 26(a) of the CPSA.
Effective Date and Applicability Clarified
ASTM F1821-26 takes effect as the mandatory CPSC standard on August 29, 2026 (180 days after CPSC received notice on March 2, 2026), and the rule will apply to products manufactured after that effective date.
