HCONRES89119th Congress

Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove United States Armed Forces from hostilities with Iran.

Sponsored By: Representative Rep. Jayapal, Pramila [D-WA-7]

Introduced

Summary

End U.S. hostilities against Iran unless Congress specifically authorizes them. This concurrent resolution would direct the President to terminate the use of U.S. Armed Forces in hostilities against the Islamic Republic of Iran, including potential ground combat or occupation, unless Congress declares war or passes a specific authorization for force. It also lists exceptions for self-defense, defensive troop presence, and intelligence work so those activities can continue when the President deems them necessary for national security.

  • Military families and communities: Would reduce the chance of U.S. ground combat or occupation related to Iran without new congressional approval.
  • Service members in the region: Would allow troops to remain for defensive purposes but would end hostilities specifically against Iran absent congressional authorization.
  • Diplomats and allied countries: Preserves the ability to defend U.S. personnel, facilities, and allied states from imminent attack.
  • Intelligence and counterintelligence teams: Keeps intelligence collection, analysis, and sharing about threats from Iran or nearby countries intact if the President determines it is appropriate.

Remove U.S. forces from Iran hostilities

If adopted by both chambers, this concurrent resolution would direct the President to end the use of U.S. Armed Forces in hostilities against Iran or parts of its government or military. The directive would cover ground forces used in combat or occupation and would allow forces to remain only if Congress declares war or specifically authorizes force. The resolution would not stop the United States from defending itself, its forces, its diplomatic facilities, or allied states from an imminent attack. It would allow U.S. forces to stay in the region for defensive purposes and would not force removal of forces who are not engaged in hostilities against Iran. The resolution would not limit intelligence, counterintelligence, or investigative activities related to threats from Iran, including collection, analysis, or sharing of intelligence with partners when the President finds that sharing is appropriate. The resolution would not be construed as authorizing the use of military force.
