Expands who counts as family under FMLA and would create a new short parental involvement and family wellness leave. It would also align private-sector and federal rules so definitions, eligibility, scheduling, certification, and pay-substitution work the same for both groups.

  • Families: People with close personal bonds beyond traditional legal ties would become eligible for leave. That list includes domestic partners, grandchildren, grandparents, in-laws, nieces, nephews, siblings, and any other person whose relationship is the equivalent of family.
  • Workers: Eligible employees would be able to take leave to attend school or community activities, routine medical or dental appointments, or to care for elderly individuals with a close personal bond. That new leave would be limited to 4 hours in any 30-day period and 24 hours in a 12-month period.
  • Employers and federal agencies: Employers could require certification under rules set by the Secretary and must allow intermittent or reduced-schedule use consistent with the law. Private employees may substitute accrued vacation or sick leave, and federal agencies may not impose stricter substitution rules than the bill allows.

Short leave for school and checkups

This bill would add a small new FMLA leave. You could use up to 4 hours in any 30 days, and up to 24 hours in a year. You could attend school or community events for your child or grandchild, go to routine medical or dental visits for you, your spouse or domestic partner, your son or daughter, or your grandchild, or visit and help an elderly person with a family‑like bond. This would be on top of other FMLA leave. Employers could require about 7 days’ notice and a certification, and you could use accrued paid vacation or sick time where allowed.
