Summary

This bill would require the Social Security Administration to produce and make available at no cost a federal identification card that people can use for the same purposes as a State driver's license or State-issued ID. The card would include a photo, full name, date of birth, a gender option of male, female, or X, a unique ID number, machine-readable data, and security features, and would generally be valid for 10 years.

Free federal ID for adults and teens

This bill would create a free federal photo ID that would count the same as a state driver’s license or state ID. People in the United States age 14 or older would be able to apply, and SSA would make it available within 3 years. USPS would set up passport-style applications within 2 years, with free photos at post offices, online and mail options, and delivery by mail or pickup. The card would show your name, birth date, gender (M, F, or X), photo, a unique number, issue date, and expiration, and it would include strong security and machine-readable features. Most cards would last 10 years; cards issued to minors would expire at age 18. If you turn 65 during that period, your card would stay valid after 10 years, and for renewal you would not need to resubmit ID documents unless your info changed. SSA would run a public education campaign starting 6 months before launch, and the ID would be accepted in all states and U.S. territories.

Funding authority for federal ID program

This bill would let Congress provide whatever money is needed to run the new federal ID program. It does not set amounts now. Any actual spending would depend on later votes by Congress.

Task Force to design federal ID

This bill would create a federal Task Force to design the ID program and protect people’s data. Members would be named within 8 months and include SSA, USPS, and other agencies, with added voices for groups that struggle to get IDs. The Task Force would issue a report within 1 year with requirements and privacy procedures, and publish best-practice tips for nonprofits within 1 year. It would end when the ID becomes available to the public.
