Disaster Displacement Assistance Improvement Act of 2025
Sponsored By: Representative Rep. Brownley, Julia [D-CA-26]
In Committee
Summary
Prevents insurance from being counted as a duplication of benefits for temporary displacement housing under the Stafford Act. The bill would clarify that people displaced by disasters may still receive assistance to stay in a hotel or motel, stay with family or friends, or other short-term housing options even if they have insurance, by stopping agencies from reducing that help based on insurance coverage.

Disaster housing help even with insurance
If enacted, you could get temporary housing help after a federal disaster even if you have insurance. FEMA would not treat your insurance as a duplicate benefit when deciding if you can get this help. Displacement help would include hotel or motel stays, staying with family or friends, or other available housing options. This would apply only to temporary housing aid under section 408 of the Stafford Act.
