The changes take effect on enactment and apply to borrowers with outstanding relevant loans on or after that date who are repaying or will repay under ICR or IBR.

Income-driven plans for Parent PLUS

If enacted, this bill would let parents with Parent PLUS loans, and borrowers who consolidated those loans, use income-driven repayment. You could use income-contingent (ICR) or income-based (IBR) plans. You would qualify for IBR if your annual standard 10-year payment is more than 15% of the amount your (and your spouse’s) adjusted gross income is above 150% of the poverty guideline for your family size. It would remove current rules that block these borrowers from ICR and IBR. The change would start on the date of enactment and could lower your monthly payment if you meet the test.
