More federal trial judges over time

If enacted, the bill would add new U.S. district judges in waves on January 21 of 2029, 2031, 2033, 2035, 2037, and 2039. The President would appoint the judges with Senate approval. For example, in 2029 one new judge would be added in several districts. These include the Central, Eastern, and Northern Districts of California; Delaware; the Middle District of Florida; the Southern District of Indiana; the Northern District of Iowa; New Jersey; the Southern District of New York; and the Eastern and Southern Districts of Texas. The official judge counts for each affected district would be updated in federal law. It would also create one temporary judgeship in the Eastern District of Oklahoma starting January 21, 2029. That Oklahoma seat would not be refilled after the first vacancy that happens five or more years after the confirmed judge takes office.

Funding for new federal judges

If enacted, the bill would fund the added judgeships with set yearly amounts. It would authorize $12,965,330 for each of FY2029 and FY2030; $23,152,375 for FY2031 and FY2032; $32,413,325 for FY2033 and FY2034; $42,600,370 for FY2035 and FY2036; $51,861,320 for FY2037 and FY2038; and $61,122,270 for FY2039 and each year after. Each year’s amount would rise by the percent change in CPI from the previous fiscal year compared to the year before that. CPI here means the all-items index for all urban consumers published by the Bureau of Labor Statistics.
