Immediate unemployment eligibility for certain federal personnel excepted from furlough but not paid during a lapse in appropriations. The bill would treat those workers as separated from Federal service and let them claim unemployment compensation with no waiting period.

  • Federal civilian employees who are excepted from furlough or performing emergency work, as defined by the Office of Personnel Management, would be deemed totally separated and eligible for unemployment benefits during the lapse.
  • Members of the Armed Forces and the National Oceanic and Atmospheric Administration Commissioned Corps who are excepted and unpaid would also be treated as separated and could receive unemployment compensation with no waiting week.
  • The change would apply to weeks of unemployment beginning on or after March 14, 2025, and only for lapses in appropriations that start on or after that date.

Unemployment pay during shutdown for unpaid federal workers and military

If enacted, unpaid excepted federal workers, military members, and the NOAA Commissioned Corps would qualify for unemployment during a shutdown. You must be excepted from furlough or doing emergency work and not being paid. You would be treated as totally separated from federal service only for unemployment eligibility, with no waiting week. This would apply only to shutdowns that begin on or after March 14, 2025. It would cover only weeks of unemployment starting on or after March 14, 2025, and only for the length of the shutdown.
