Summary

Reserves certain federal contracts for small businesses when two or more responsible small firms are expected to bid. This bill would add a 'Rule of Two' to Section 15(j) of the Small Business Act so that any contract, task order, or delivery order with an anticipated value above the simplified acquisition threshold is reserved when the contracting officer reasonably expects offers from two or more responsible small business concerns and expects to award at a fair market price.

More federal contract chances for small businesses

If enacted, many federal buys would be set aside for small firms when conditions are met. It would cover each contract, task order, or delivery order worth more than the simplified acquisition threshold. A contracting officer would need to expect bids from at least two responsible small businesses and to award at a fair market price. Your firm would need to meet SBA size rules to qualify. This could open more bidding chances and sales for qualifying small businesses.
