Address intergenerational harms from Agent Orange exposure. This bill would direct the Departments of Veterans Affairs and Health and Human Services to expand care, research, and community services for children of Vietnam veterans and Vietnamese American communities affected by herbicide exposure.

Equal benefits for children of Vietnam veterans

If enacted, VA rules would replace "woman Vietnam veteran" with "Vietnam veteran" throughout this subchapter. The title would change to "children of Vietnam veterans born with certain birth defects." This could expand which children qualify for VA care and benefits under this subchapter. These changes would take effect 30 days after enactment.

Health centers for Vietnamese American communities

If enacted, HHS would set up health centers in U.S. areas with large Vietnamese American populations within 18 months. The centers would offer assessment, counseling, and treatment for Agent Orange related conditions. HHS could partner with community and Vietnamese American groups. HHS would also give grants for a broad health study of Vietnamese Americans, their children, and their descendants who may have been exposed.

Faster HHS and VA rollout and reports

If enacted, HHS and VA would finish their implementation plans within 180 days and issue any requests for proposals. They would put the bill’s programs in place within 18 months. Starting after 18 months, each agency would send Congress a report every quarter, due within 30 days after each fiscal quarter ends.

More VA research on Agent Orange families

If enacted, VA-contracted providers would have to give VA access to medical records of people treated under that program for research on intergenerational effects. That change would start 30 days after enactment. VA would survey, within 18 months, children of exposed veterans who got care under this subchapter and recommend fixes if care is not adequate. VA would also help fund and coordinate Agent Orange health research with other agencies and schools in the U.S., Vietnam, and other countries. For this Act, "Agent Orange" would include chemicals and impurities in herbicides used in Vietnam, which could broaden what counts for studies.
