New limits on U.S. arms to Israel

This bill would block the President from sending or licensing certain weapons and related defense services to Israel unless two steps happen. First, Congress would need to pass a law that names the allowed uses. Second, Israel would need to give written promises to use them only for those uses and to follow U.S. laws and international humanitarian and human rights law, plus relevant agreements. The limits cover BLU-109 and MK80 bombs, GBU-39 small-diameter bombs, JDAM and SPICE kits, 120mm tank ammo, and 155mm artillery, including white phosphorus. The rules would start once enacted.
