Parity in VA housing and health care for Native Hawaiian and Native American veterans. This bill would align VA housing loan language with the Native American Housing Assistance and Self-Determination Act and would let the VA reimburse Native Hawaiian health care systems while exempting Native Hawaiians from certain VA cost sharing.

  • Native American veterans: Would change the VA direct housing loan program by using the NAHASDA definition in 25 U.S.C. 4221 for the term in 38 U.S.C. 3765(3)(B). This updates who is referenced in the housing loan statute.
  • Native Hawaiian health care systems: Would create a new VA reimbursement authority to pay these systems for veteran care costs, whether care is provided directly, purchased, referred, or via travel contracts.
  • Native Hawaiian veterans: Would add Native Hawaiians, as defined in the Native Hawaiian Health Care Improvement Act section 12, to the list of people exempt from VA cost sharing for covered care.

Lower VA health costs for Native Hawaiians

If enacted, Native Hawaiian veterans who are eligible for VA care would not have to pay VA medical cost sharing. VA would also repay Native Hawaiian health care systems for care they give any eligible veteran, including direct care, purchased or referred care, and travel contracts. This could make care easier to get close to home and lower out-of-pocket costs.

New definition for VA Native housing loans

If enacted, VA would use a definition from another federal housing law when deciding who qualifies for its direct housing loans for Native American veterans. This could change who can get these loans, depending on how the new definition differs from the old one.
