Expands Medicare coverage so registered nurses can provide and be reimbursed for personalized prevention plan services during outpatient annual wellness visits at rural health clinics. It would let those services and related supplies be covered to the same extent as if a physician furnished them or as incident to a physician's service.

- Rural beneficiaries: Rural Medicare patients could receive annual wellness visits and personalized prevention plans from a licensed registered nurse at a rural health clinic, improving local access to preventive care.
- Registered nurses and rural clinics: Licensed RNs could furnish personalized prevention plan services and have the services and related supplies covered when provided "incident to" their care, giving clinics more flexibility to use nurses for prevention services.
- Medicare coverage rules: The bill would treat nurse-delivered personalized prevention plan services the same as physician-delivered ones in rural health clinics, using the PPP definition in section 1861(hhh)(1).
It would apply to items and services furnished on or after the date of enactment.

Medicare annual wellness visits by rural nurses
If enacted, Medicare would cover the annual wellness visit at rural health clinics when a state-licensed registered nurse provides it. The visit must be Medicare’s personalized prevention plan service. Supplies and other services given as part of that nurse’s visit could also be covered. Coverage would match what applies if a physician provided the visit. This would apply to services on or after the date of enactment.
