Summary
Criminalizes reckless importation of high-risk agricultural pathogens. This bill would create a new federal offense in Title 18 for anyone who knowingly or recklessly imports a biological agent, toxin, or organism that the U.S. Department of Agriculture or another agency designates by regulation as a high-risk agricultural pathogen.

New crime for dangerous farm pathogen imports
If enacted, this bill would create a federal crime for importing certain dangerous biological agents, toxins, or organisms without a permit. It would apply when someone acts knowingly or recklessly; recklessly means ignoring a big, unjustifiable risk of harm to crops or animals. USDA, or another agency, would run permits and define which materials are “high‑risk” in rules. Violations could bring fines and up to 10 years in prison. If the offender hid the origin, acted for a foreign government, or caused over $1,000,000 in damage, the maximum could be 20 years.
