Grants to design PFAS-free firefighter gear

HHS, through NIOSH, would start a grant program within 180 days. It would fund research, development, and testing of PFAS-free turnout gear and materials. Congress is authorized to provide $25 million each year for 2025–2029, if it approves the money. Applications would need partnerships with firefighter organizations and plans to turn results into guidance and training. Awards could favor better particulate protection, easier cleaning or warning indicators, and designs that consider body shape.

Who can apply and what gear counts

The bill would define who can receive these grants. Eligible groups would include nonprofits, colleges, and national fire service or safety groups with experience in at least three listed areas. It would define PFAS as chemicals with at least one fully fluorinated carbon atom, or others the Secretary names. It would also define moisture barriers and turnout gear, including structural, proximity, wildland, and urban interface firefighting. These definitions would set the scope for the research and training programs.

Training for firefighters on PFAS-free gear

Beginning in fiscal year 2027, HHS could fund guidance and training on new PFAS-free turnout gear. Firefighters and other first responders would learn how to wear, decontaminate, and care for the gear. Awards could be grants, contracts, or cooperative agreements. Congress is authorized to provide $2 million each year for 2027–2031, if it approves the money.
