Respectful Treatment of Unborn Remains Act of 2025

Summary
Prohibits abortion providers from placing fetal remains into publicly owned water systems. It would add section 498F to the Public Health Service Act and define key terms including "abortion", "abortion provider", "fetal remains", and "publicly owned water system". Violations would be a federal criminal offense punishable by a fine under Title 18, imprisonment up to 5 years, or both. The bill also says the person who had the abortion would not be liable for violations and it does not preempt stricter state or local rules.
