More Medicaid help for maternal care

This bill would boost federal funding for state Medicaid maternal care. The federal government would pay 90% of the increase over what the state spent in the corresponding quarter of the four-quarter period ending December 31, 2019. It would start for calendar quarters that begin on or after January 1 of the first year that starts more than one year after enactment. States would have to use the money to add capacity and improve quality, and could not replace state dollars spent as of January 1, 2023. Covered services would include prenatal, delivery, and postpartum care; telehealth; home visits; mental health care; and support from doulas and lactation counselors.
