Expands conservation incentive contracts to explicitly include reductions in nitrous oxide and methane and increases in carbon stored in plants or soil. The bill amends Section 1240B(j) of the Food Security Act to add greenhouse gas emissions and carbon storage to the list of recognized concerns and purposes for conservation incentive contracts.
