Strengthening federal payment transparency and data sharing. This bill would require agencies to report a brief purpose, the Treasury account symbol, and an activity code for every payment processed through Treasury disbursement systems and expand Treasury access to tax, new-hire, and Social Security records to detect and recover improper payments.

Stronger checks to stop bad payments

If enacted, agencies would verify bank account details before certifying a payment. They would compare the account to other payment records, and Treasury could issue guidance on the checks. Treasury would also get access, for Do Not Pay use only, to select tax return items for at least three taxable years. It would get names, birth dates, and Social Security numbers from SSA, and access to the National Directory of New Hires. Some credit report rules would change to allow these uses. Data could be shared only with authorized agents and agencies to find, stop, and recover improper payments. These disclosures would begin after enactment.

Public tracking of federal payments

If enacted, agencies would post a short description for every Treasury-paid federal payment. Posts would show the purpose, the funding account, and the activity type. The data would go on the federal spending website within 30 days after a payment is certified. At least once each fiscal year, officials would review accuracy, and agency heads would attest in writing. Disbursing officials would consult with certifying officials to improve systems. The Treasury Secretary could issue rules to run this. Payments tied to sensitive law enforcement or national security could be withheld when posting could risk safety or reveal information barred by law, including work with state, local, or tribal partners. Agencies would then include grouped totals in the next and future budget justifications, with a classified annex if needed. Disbursing officials would not face new legal liability for actions under these rules.
