Creates a USDA Renewable Energy Grant Program for U.S. territories to fund building renewable energy systems, energy efficiency, storage, smart grids or microgrids, and to train local residents. Grants go to Secretary‑approved not‑for‑profits and may not fund fossil fuel or nuclear generation.

- Territory residents and communities: Grants may pay for developing or constructing renewable energy systems, energy efficiency upgrades, energy storage devices, smart grids, and microgrids in Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands.
- Local workforce and not‑for‑profits: Designated not‑for‑profit "covered entities" can receive grants and use them to train residents to develop, construct, maintain, or operate renewable energy systems.
- Federal support and oversight: Department of Energy national laboratories must provide technical assistance to project recipients and the program requires annual reporting to Congress starting two years after setup. The Comptroller General will complete a renewable energy study for the territories and has a $1.5 million appropriation to carry out that study.
