Tax credit for safe-storage device sales

If enacted, retailers could claim a business tax credit for selling qualifying safe firearm storage devices. The credit would equal 10% of the first retail sale price, up to $400 per device. It would apply for tax years beginning after enactment and end for sales after December 31, 2032. Devices built into a gun or under a mandatory recall would not qualify. Treasury would publish yearly totals by state.

All gun sales include a lock

If enacted, gun dealers would need to include a safe storage device with every handgun, rifle, and shotgun sale. This would expand current rules that cover only handguns. The change would start 180 days after enactment.

Grants and guidance for safe storage

If enacted, the Justice Department would publish voluntary best practices for safe gun storage within 180 days, with at least 90 days’ public notice and yearly updates. The guidance would be posted online within one year. The bill would also provide $10 million each year from 2027 through 2035 to States and Indian Tribes to buy and give out storage devices. At least 75% must fund local programs, and up to 25% could go to nonprofits. Grantees would report yearly without personal data, and the Department would report to Congress.

Manufacturers must add safe-storage notice

If enacted, licensed gun makers and importers that serialize at least 250 firearms a year would need to add a notice to each gun’s packaging. The notice would say "SAFE STORAGE SAVES LIVES" and list the Attorney General’s safe-storage website. This would start January 1, 2027.
