National plan for climate health risks

The Secretary would need to publish a national strategic action plan within 1 year. Within 180 days, HHS would list key laws and policies tied to the plan. Within 2 years, federal agencies would assess impacts and help states, Tribes, and local governments. The plan would prioritize communities most affected and address physical and mental health harms. It would expand data, modeling, and local forecasts, and set up centers of excellence. It would identify critical health infrastructure and ways to keep care open during extreme weather. It would also track and reduce health care sector emissions. HHS would review the plan 1 year after first release and update it every year.

New HHS office on climate and health

This bill would create an Office of Climate Change and Health Equity at HHS. A Director would report to the HHS Secretary. The office would assess climate threats to health, with a focus on hardest-hit communities. It would improve tracking and forecasting for heat, severe weather, and disease. It would help plan responses, train health workers, and share tools with communities. It would also work to cut greenhouse gas emissions from the health sector.

Expert advice and reports on climate health

This bill would set up ongoing expert advice. HHS would create a permanent Science Advisory Board with 10 to 20 members, including people with lived experience. The board would advise on science and report to Congress within 1 year and at least yearly. HHS would also seek an agreement with the National Academies for public reports. The first report would be due within 1 year after the national plan is published, then every 4 years.

Funding to launch climate-health work

If enacted, Congress could fund these efforts. The bill would authorize $500,000 in FY2026 for the Advisory Board and $2 million in FY2026 for the national plan. It would also authorize $10 million each year from FY2026 to FY2031 for the new HHS office. Funds would be available until spent where noted. These amounts would only take effect if Congress actually appropriates the money.
