One-time grants for project business losses

If enacted, DOT would run a one‑time competitive grant round within 270 days to relieve project‑related business losses. Only fixed‑guideway projects that meet section 5309(s), started on or after October 1, 2018, and were still under construction on June 1, 2023 would qualify. Each award could be up to $10,000,000. Grants would go to project sponsors to aid covered businesses and nonprofits. Any unused program money would stay in the account for other lawful uses.

Help for businesses near highway projects

If enacted, highway projects costing $50,000,000 or more would need a fund to help businesses and nonprofits hurt by construction. Sponsors would deposit a locally set amount up to 25% of the non‑Federal share, based on estimated damages. The fund could pay utilities, insurance, rent or mortgage, payroll, and lost income. Money would stay available for 1 year after completion; unused amounts could support project enhancements or cost overruns, or other eligible highway work. The deposit could not reduce the required non‑Federal match or delay the project; for 100% federally funded projects, the Secretary and sponsor would set the amount.

Help for businesses near transit projects

If enacted, sponsors seeking federal transit grants would need a fund to help nearby businesses and nonprofits hurt by construction. For projects costing $100,000,000 or more, the local deposit could be up to 10% of the non‑Federal share, based on estimated damages, with possible waivers. The fund could cover utilities, insurance, rent or mortgage, payroll, and lost income. Money would stay available for 1 year after the project ends unless the sponsor certifies it is not needed. Sponsors with more than two concurrent projects could use one combined fund, and deposits could include non‑Federal money or, if approved, Federal money; unused funds could support operations, enhancements, or cost overruns under program rules.

DOT deadline to set business interruption rules

If enacted, DOT would have 270 days to put the new business interruption rules in place. This is an agency deadline and would not, by itself, change who gets money.
