Free fertility preservation for service members

DoD must provide retrieval, testing, cryopreservation, shipping, storage, treatment, and counseling for active-duty members and their spouse, partner, or gestational surrogate. Services must be offered before deployment to combat zones or hazardous assignments and after service‑connected injury or illness. DoD pays all costs for those services and storage until one year after the member separates or retires. For IVF, DoD may provide up to three completed oocyte retrievals and unlimited embryo transfers. DoD must write rules within two years and help members navigate care and coordinate with VA for continuity and cost sharing.

VA fertility, donor, and adoption help

VA must offer fertility treatment and counseling as medical services for enrolled (covered) veterans and, with informed consent, their spouse, partner, donor, or gestational surrogate. VA will not limit services based on sex, gender identity, sexual orientation, infertility diagnosis, or marital status. For IVF, VA may provide up to three completed oocyte retrievals and unlimited embryo transfers. VA may pay or reimburse reasonable costs to procure donor material and related travel, and may provide adoption assistance up to a limit equal to VA's cost for up to three adoptions. VA must write rules within two years, do outreach and training, and help veterans navigate care; VA will not act as owner or custodian of stored reproductive material.
