- Diplomats and missions: Stops hosting or sponsoring fundraising events at embassies, consulates, or other U.S. diplomatic posts, including ambassador residences. It also narrows which representation and entertainment expenses can be used for such events.
- U.S. officials and ambassadors: Prohibits using federal funds or an official's personal funds to host or facilitate fundraising for foreign parties or candidates.
- Foreign political parties and candidates: Removes a diplomatic platform for soliciting donations and bans knowingly arranging contacts between potential donors and foreign political actors for fundraising.
- State Department and oversight: Requires updates to the Department of State Standardized Regulations and the Foreign Affairs Manual and a certification to the Senate Foreign Relations Committee and the House Foreign Affairs Committee no less than 90 days after enactment.

No embassy fundraising for foreign elections
If enacted, U.S. embassies and consulates could not host events that raise money for foreign parties or candidates. Ambassadors and other officials would be barred from using federal or personal funds for such events, including at their homes. A "fundraising event" would also include arranging contact between donors and parties or candidates. The bill would state that U.S. diplomats must stay neutral in other countries’ elections and not use diplomatic resources to give any side an edge.
State Department must update rules and manuals
If enacted, State would update its rules to ban using embassies and consulates to raise money for foreign political groups. It would amend existing law so official reception funds and other allowances cannot cover those events. The Department would revise the Foreign Affairs Manual and the Standardized Regulations to reflect these bans and to discourage any activity that could look like promoting one foreign party’s finances over another. The Secretary would have to certify to Congress at least 90 days after enactment that these updates are complete.
