Increases transparency and enforces union neutrality in federal vehicle procurement. This bill would require plant-level disclosures from bidders on motor vehicle assembly contracts and would condition Postal Service delivery-vehicle purchases on a union-neutrality commitment by Oshkosh Defense.

- Workers and labor organizations: Would force bidders to disclose plant-level wage ranges, counts of temporary workers, and any National Labor Relations Act or Occupational Safety and Health Administration violations. Awardees would have to keep an explicit neutrality policy and notify directly affected labor organizations when certain plant-change requests are made.
- Motor vehicle assembly employers and bidders: Would have to provide each plant's mailing address and describe what is made there. They would also need to supply average, minimum, and maximum hourly wages per plant and seek written agency permission before changing the plant that assembles contract vehicles.
- Federal procurement and the Postal Service: Would require agencies to include the disclosed information in covered contracts. No federal funds could be spent on Postal delivery vehicles unless Oshkosh Defense agrees that complying with a bona fide union neutrality agreement matters to government payment decisions and certifies it will execute and follow such an agreement covering production employees.

New rules for federal auto contracts
Executive agencies would require more info in bids for vehicle assembly contracts. Bidders would list each plant’s address and what is made there. They would report average, minimum, and maximum hourly pay, the number of temporary workers, and any violations of the National Labor Relations Act and OSHA at each plant. Awardees would need written permission to use a plant not listed in the contract and must notify affected unions the same day they ask. Awardees would keep a clear neutrality policy on worker organizing at covered plants. If enacted, this would take effect right away.
USPS vehicle purchases tied to union neutrality
The Postal Service would not be able to spend federal money on delivery vehicles unless it changes its Oshkosh Defense contract. The change would require Oshkosh to say a union‑neutrality agreement is material to government payment decisions. Oshkosh would also have to certify it will sign and follow a neutrality agreement for all production workers on the contract. If enacted, this would take effect right away.
